ATC sadly does not use them. I believe that the majority of people do not use them sadly, however some do. I do. :)

I use them frequently. The problem is, that some waypoints are not available (yet) because they are outside of regions.
That is a big problem. SoCal is mostly complete, but London certainly is not.
yeah. The Amsterdam region is also a pain. When flying from EBBR, SID’s that go south are not useful at all.
Yeh. Must admit I find it difficult sometimes to locate IF waypoints marked on the charts.
where I can I try and use the appropriate SID and STAR, however as others have mentioned sometimes hard to find the correct Waypoints in order to program in. Not all advanced ATC make use of the correct STARs either.
I have suggested before that as part of the flight planning process when you select a runway /airport the respective SID or STARs are show which you can then select to automatically add into your flight plan. These would also be available on the ATC pages so that they can instruct us to fly along a common inbound route, rather than different ones on each occasion depending on who is controlling. However I guess at moment that is a lot of programming and guess that they have several other priorities!
When I’m in the mood to be absolutely realistic (which is often) I use them.
I like to sometimes and have also started to try to use published visual approaches even though thats pretty hard to do in IF but I think its fun to try.
