So I have applied for a VA, and it is a self created one. It is not a real airline. But here’s my question. Since it isn’t real, am I allowed to have a passenger and cargo division, or do I need to apply for a separate one?

You can make it however you like, because it is created use your own creativity to decide that.
If you’re creating a VA and it’s not based on a real-world airline, you can make it however you want.
