It has been seen by many people so far, no answer to this quite yet, it’s a minor inconvinence bug that will be handled as soon as the team will have time!
If you selected a place and started the game then you left game and start again at same position or next to it. It can occur. 🦺
No, this is unrelated. Yes your idea of what’s happening does happen, but I also saw this when I was at Boston in solo with 6 grey outlined aircrafts.

Basically, its showing the people in the servers on the map on solo mode. Its a minor visual bug, and the pilots arent actually there for you. It kinda feels like you got multiplayer without pro! :D
