Hi, I encounter situation that landed aircraft stop before crossing holding position marking and switching to ground frequency, so I can’t let other aircraft to depart.
Is there any command for this situation? Continue taxi??

In this situation, you can let the next aircraft depart, because the landing aircraft has exited the runway edge.
Aircraft should continue taxi instead of waiting at hold short line. If they have tuned to the ground, you can use progressive taxi instructions to let them taxi onto a taxiway, then ask them for intentions.
Can’t you still send progressive taxi instructions while controlling on tower, @Yuyuiuy ? I believe it’s just not in the same location/number on the tower menu.
Prior to making it a habit to send the, “Exit runway when able…,” like on ES, I feel like the number of times I have this happen on TS, I send exit runway with please expedite, then click ‘Progressive taxi,’ ‘continue straight ahead,’ and ‘please expedite’ in relatively short succession if not understanding.

If the airport isn’t that busy, just ask them for their intentions. After all, stopping at that position doesn’t affect departures on that runway. Happy controlling!
I must admit, at the beginning I also made this mistake, though I was holding short at the second line, because I thought, how can I taxi to parking without a taxi clearance.
