How many Operations as an ATC do you need to level up from observer and have the ability to report. Or is reporting an Expert server only feature? Either way I have over 730 operations and just want to know when I can level up.
In order to report, you need to be IFATC. For doing so, you need to apply and go through a training period. This is the only way you can report people.

You can’t level up your rank on training server. Your rank changes upon you getting into IFATC which allows you to control on the Expert server.
You also can’t not report on training server. That feature is used on Expert server.
