Air Canada has just announced new destinations including Taipei, Algiers, Nagoya, Mumbai and many more. Most of these routes will be served under the Rouge name but some will still serve under the Air Canada name.

What is the difference between rouge and just normal air canada
I think Rouge is a low cost subsidiary
