When ATC gives us instruction to expedite the runway as the traffic is on final then do we get the permission to cross the other parallel runway automatically???
Today I suffered with this problem and ATC were about to give me a violation

In short: permission is required for every runway you need to cross.
Sometimes though we will give a crossing instruction at the same time as for e.g. a runway exit to improve efficiency:
e.g. “exit runway 25L, cross 25R and contact ground”.
Crossing a runway without permission could potentially result in an immediate violation.
Based on your statement, I think ATC should ask you to leave the current landing runway ASAP because there is an aircraft approaching from behind. But when you come to another runway, you should get new instructions.
At an airport with two or more runways, different runways generally have different divisions of labor. When you leave the landing runway, the next runway you come to is likely to have an aircraft taking off.

Expedite (with a runway exit) means exit the runway ASAP.
- This does not give permission to cross a runway
- All runway crossings require permission even if a hold short is not issued.
We ask pilots to expedite runway exits when the next arrival is on short final. If you’re not off the runway as the next arrival nears the threshold, the runway is considered occupied forcing the next arrival to go-around.

Based on what you said, ATC probably told you that you should leave the runway as soon as possible because there is a plane behind you, but if you did not give you a cross runway permission after the direction of the runway, do not enter the runway, this will cause you to take a violation.
