A question regarding parked (in background fleet) airplanes in pro

Good afternoon, so I’ve noticed besides mods/admins having their own fleet of aircrafts parked at based airports but also long time members of IF who also are in VAs or cooperate fleets. I’m curious how this works or if this is something that is only exclusive to trusted members/VAs to the simulator!
