a question regarding military aviation

I notice that most delta wing or any aircraft with a canard wing uses elevon instead of elevators like the mig-21 and Su-33, why is that and how come most of the canard wing aircraft are rather from countries like Russia, UK, France, and not the US and that there are other aircraft, even the su-27 and the Mig-29, that doesn’t have canard wing? Also, I know this seems kind of crazy but what would’ve happen if an aircraft has all 3, canard wing, elevon and a separate elevator or even just elevator and elevon without a canard wing?

In general, the aerodynamics are worked out for either canard, or traditional tail. having both is additional control complication, weight, and much more unpredictable control response.

The choice of overall build is something that each manufacturer determines on their own, given many different design pressures, design team experience, aerodynamic performance, etc etc.

Elevator and elevon is again duplication of control surfaces for no overall gain.
