Ummm I was spawning in and this happened
Runway 08L/26R is closed. Use it as a taxiway only.

08L/26R are used as a taxiway so thats why and it normal that is

This is normal. This is just a notice to airmen letting you know that runways 08L and 26R aren’t to be used as a runway, but as a taxiway. Just press continue and use any runway other than 8L and 26R
