I’m sure ground crew in Bogota either overlooked this or they were paid to put this in the aircraft.

Money talks, I’m sure ground crew here in the states and Bogota were involved. definitely more than a 2 person operation. 30 pounds does not just for on a plane with no help, I am also thankful it didn’t interfere with any equipment
