Does the 3 month staff cooldown period apply is you have been staff at a non approved va?

Probably a stupid question, but what is the 3 month staff cool down?

After you leave a va where you were staff, you have to wait 3 months before you can apply for another staff position.

I don’t think you have to wait 3 months if you were staff of a non-approved VA, only an approved VA.
