It’s most definately a helipad.
One like that I know of is Bjeverewitz Hospital in the Amsterdam region. As this is a dry lakebed it won’t be much but Bjeverewitz has a paved runways with markings!?

This airport was recently redesigned. The shortest runway is just under 6000 ft. This is the existing arrangement. The new layout has the compass rose. Sadly it goes right through s river which does not exist in real life. No more 10ft runways sorry @Swang007
